Parking Permit Extension Scheme - December 2020
Due to the free car parking offer that is currently available in all Ryedale District Council car parks, we have now launched the Parking Permit Extension Scheme. Permits will be extended to cover the period of time free car parking is being offered.
Applications can be made by completing the Parking Permit Extension Form.
Upon receipt of a fully completed form we will endeavour to issue your new permit within 28 working days.
NHS Car Parking Permit Scheme
Ryedale District Council is pleased to introduce the NHS and Social Care Worker Parking Permit Scheme. In accordance with government guidelines to provide free car parking to NHS and social care workers, the scheme is available through employing organisations only and by following the guidelines below and the clicking on the following link which will take you to our online application form.
Please note that applications cannot be made by individuals.
How To Apply
• Applications can only be made via an employing organisation, not by individuals.
• The scheme is only open to organisations based in, or operating in, Ryedale.
• Only staff members working in Ryedale are eligible for a permit.
• Permits are to only be used for the purposes of undertaking health or social care work. Personal use is not permitted.
• If additional permits for new staff members are required in the future, please complete the form and submit to us.
• If members of staff with permits issued to them leave employment, permits must be collected and returned to RDC.
• Permits are issued with an expiry date. If additional time is required replacement permits will be issued by RDC.
• Two registration numbers can be on one permit if the worker has access to two vehicles for work purposes

Charges apply from 9.00 am to 6.30 pm, 7 days per week including Bank Holidays (Malton free of charge on Sundays).
A separate pay and display ticket is required for a trailer or caravan.
The rear section of the Cleveland way car park is currently closed and overnight use by campervans and motorhomes is not permitted, in line with COVID-19 restrictions.

- Each motorcycle must pay and display a valid ticket or permit
- Free 1 hour lunch time parking is available at Town Farm car park, Kirkbymoorside between the hours of 12.00pm and 14.00 pm
- Free 20 minutes parking is available only in spaces indicated in the Market Place, Helmsley. Drivers will first need to park then obtain a "Free time" ticket from the car park machine and display the ticket in the car. Normal parking enforcement will apply after the hour has elapsed
The pay and display machines located on each car park accept the following methods of payment;
- Cash
- Chip and Pin - Debit or Credit Card
- Wave and Pay (except Eastgate, Wentworth Street and Cleveland Way)

Long stay car parking tickets are transferable between all long stay car parks in the district. The ticket needs to be displayed as usual in the vehicle window.
A 7 day permit is also available if you are holidaying in Ryedale for up to a week or if you are planning on walking the Cleveland Way. The permit costs £23 and is available from the English Heritage Visitor Centre in Helmsley, Porters Coffee Shop in Helmsley and Kirkbymoorside Post Office.
Disabled drivers please note:
- Parking for disabled drivers is not free of charge
- The disabled may park for three hours for the same price as two in all Short Stay car parks
- Disabled parking spaces are available in all car parks, located either close to the pay and display machines and/or the public conveniences
- Please ensure the Blue Badge is displayed at all times
Council Permits - an easier and cheaper way to pay

Ryedale Residents - please provide either your vehicle log book, driving licence or Council Tax bill, which shows you are a permanent resident of Ryedale.
Changes to vehicle details will be charged an administrative fee of £2.00.

Scarborough Borough Council (SBC) is responsible for Civil Parking Enforcement (CPE) both on and off street (i.e. in car parks) in Ryedale.
SBC staff patrol on and off street in Ryedale and issue Penalty Charge Notices to motorists that contravene the parking regulations. SBC also deals with all appeals and pursuance of Penalty Charge Notices (PCNs) on behalf of Ryedale District Council.

Instructions
- Bays marked for use by the disabled are for the exclusive use of vehicles displaying a disabled badge
- Vehicles displaying a disabled badge are not exempt from the payment of the appropriate charge
- Motorcyclists are not exempt from payment of the appropriate car park charges
- A valid ticket or permit must be displayed at all times
- All vehicles must be parked wholly within a marked bay.
- All vehicles using the car park must conform to all signs and directional arrows
- A separate ticket must be purchased for trailers and caravans
Conditions of Use
- No sleeping, cooking, camping or lighting of fires
- No servicing or washing of vehicles
- No advertising or business use
- No deposit of litter or other substances
- No unnecessary use of horns or sirens
- No threatening or abusive conduct
- No engines to run while parked

Electric vehicle charging points are available at Water Lane car park, Malton and St Nicholas Street car park, Norton-on-Derwent.
- You can recharge your car for up to one hour with one hour free parking.
- Both units are rapid-charging (43 to 50Kw) which will charge a vehicle to 80% within 30 minutes.
- It’s your responsibility to move your vehicle to a normal parking bay after the one hour parking period. A penalty charge notice may be issued to over-staying vehicles.
- We can't guarantee the availability of the charging points or the power supplied from them.

The charging points are part of the Polar network and can be accessed by using a Polar RFID card or standard contactless payment.

You will be sent:
- detailed information explaining how to use the charging points
- an individually programmed RFID card to access the charging points
- a list of eligible charging points
- a high visibility charging cable can be provided if required
We would like to thank Highways England for funding both units, without we would not have been able to install these electric charging points.
The Council is happy to consider requests from charities, town groups or public information events to use our car parks for events.
You will need to complete one of the forms shown at the foot of this page; either
- the full events application form for events which will use rides, marquees, utilities etc such as a Fair or other major event (Word, 10 pages, 456kb)
- the short events application form for events such as charity fundraising stalls, information stalls, using the car park during adjacent building works (Word, 5 pages, 463kb)
Each application must be accompanied by
- Public Liability Insurance for a minimum level of £5 million. For higher risk activities the Council may require cover up to a level of £10 million. Applicants will be notified of any increased requirements
- Where certificates, plans etc. are required, these must be sent with this application or by no later than 21 days before the event takes place.
- An Event Management Plan and Risk Assessment for the event must be undertaken by the applicant prior to the event taking place and must be submitted at least 14 days before the event
Your application cannot be approved unless all the relevant information is provided.
