COVID-19 support for business

Ryedale is currently under National Lockdown: Stay at home restrictions

On 4 January 2021, the Government announced a new set of national restrictions which apply across England. To understand what this means for your business, please read the Government's national lockdown guidance.

Business support grants

There is currently no application form for you to complete with regards to grants for the national lockdown that came into effect on 5 January 2021.

Eligibility criteria

If you received the one-off grant payment of £1,334, £2,000 or £3,000 covering the previous national lockdown period from 5 November 2020 to 2 December 2020 then you do not need to do anything further provided:

  • You continue to be the liable party for Non-Domestic Rates
  • You intend to resume business operations once restrictions are relaxed from the property you received the grant for
  • You are mandated to close whist lockdown is in effect (closure by choice is not sufficient)

The information provided for the November lockdown scheme will be used to make payment for the current national lockdown on the basis all the above criteria are applicable. If you received a grant payment for the period 5 November 2020 to 2 December 2020, but one or more of the above points are not applicable, then you must contact us immediately to advise on

Amount of funding available to businesses

The amount depends on the rateable value of the qualifying premises. Payments will cover a six week period from 5 January 2021 to 15 February 2021 under the Local Restrictions Support Grant (LRSG) for Closed business Addendum: 5 January onwards scheme. In addition a one-off top-up payment referred to as the Closed Business Lockdown Payment (CBLP) will also be made.

We aim to start releasing payment in respect of the above scheme at some point during the week commencing 18 January 2021 when the necessary funds have been made available to the Council.

In the event that the national lockdown is extended beyond the six week period, the payment cycle will then be reviewed for payments to continue under LRSG (Closed). It is not expected that those in receipt of the scheme will need to reapply for any subsequent payment periods unless there are any changes to the national scheme guidance which requires us to gather additional information.

Changes in circumstances

It is imperative that if your circumstances change at any point as outlined in the bullet points detailed in the eligibility criteria above, that you must notify us immediately. If you do not notify us of a change and you are paid a grant amount that you are not entitled to, then you will be required to repay any incorrectly paid amounts back.

Additional Restrictions Grant (Discretionary)

Businesses not registered to pay business rates or forced to close whilst Ryedale is placed under National Lockdown or Local COVID Alert Level Tier 3 (Very High) restrictions anytime from 5 November 2020 until 31 March 2022.

Local Restrictions Support Grant (LRSG) for Closed businesses - Tier 2

Businesses that are mandated to close under Local COVID Alert Level Tier 2 (High) such as wet-led pubs. Businesses need to be closed for the full 14 day periods.

Eligible businesses are entitled to a grant covering 2 December to 30 December 2020, which was the period that Ryedale was in Local COVID Alert Level Tier 2 (High) restrictions.

Local Restrictions Support Grant (LRSG) for Open businesses - Tier 2

Hospitality, hotels, bed and breakfast and leisure businesses who are registered to pay business rates and were open during Local COVID Alert Level Tier 2 (High) restrictions but whose trade suffered as a result.

Eligible businesses are entitled to a grant covering 2 December to 30 December 2020, which was the period that Ryedale was in Local COVID Alert Level Tier 2 (High) restrictions.

Christmas Support Payment Scheme - wet-led pubs

A one-off payment of £1,000 for wet-led pubs in Local COVID Alert Level 2 (High) or 3 (Very High) restrictions between 2 December and 29 December 2020.

Eligible businesses are entitled to a one-off payment for the period 2 December to 30 December 2020.

Local Restrictions Support Grant (LRSG) for Open businesses - Tier 2 (Discretionary)

Hospitality, hotels, bed and breakfast and leisure businesses who are not registered to pay business rates and were open during Local COVID Alert Level Tier 2 (High) restrictions but whose trade suffered as a result.

Eligible businesses are entitled to a grant covering 2 December to 30 December 2020, which was the period that Ryedale was in Local COVID Alert Level Tier 2 (High) restrictions.

This scheme is only available to businesses that have been mandated to close by Government which are non-essential retail, leisure, personal care, sports facilities and hospitality businesses and who are registered on the Council’s business rates listing on 5 November 2020.

Who can claim this grant?

Grants under this scheme are available to businesses that:

  • Are based in the Ryedale district
  • Are rated and assessed for Non-Domestic Rates (business rates) purposes – you will need your business rates account reference to apply
  • Operated prior to the restrictions being imposed
  • Have been ordered to stop operating by the Health Protection (Coronavirus, Restrictions) (England) Regulations 2020 or are operating in a substantively reduced way due to restrictions (such as restaurants or pubs running take-away services or shops running click & collect)
  • This grant cannot be awarded where:
  • The business is not rated for Non-Domestic Rates (business rates) purposes
  • The business has not been ordered to stop operations
  • The business was not operating prior to restrictions being imposed

Grant amounts payable

  • Businesses occupying hereditaments appearing on the local rating list with a rateable value of exactly £15,000 or under on the date of the commencement of the widespread national restrictions will receive a payment of £1,334 per 28-day qualifying restriction period.
  • Businesses occupying hereditaments appearing on the local rating list with a rateable value over £15,000 and less than £51,000 on the date of the commencement of the widespread national restrictions will receive a payment of £2,000 per 28-day qualifying restriction period.
  • Businesses occupying hereditaments appearing on the local rating list with a rateable value of exactly £51,000 or above on the commencement date of the widespread national restrictions, will receive £3,000 per 28-day qualifying restriction period.

Fraud and error

The Government will not accept deliberate manipulation and fraud – and any business caught falsifying their records to gain additional grant money will face prosecution and any funding issued will be subject to claw back, as may any grants paid in error. The Council will carry out pre and post payment checks on all grant payments. Where the Council find that a business was not eligible for the scheme, the business will be liable to re-pay any grants paid.

The Government has provided funding to support businesses who have been severely affected by the National and Local COVID Alert Level 3 (Very High) restrictions and are not eligible to claim a grant under the other available schemes, this grant is known as Additional Restrictions Grant (Discretionary).

Grants can be claimed for the period 5 November 2020 to 2 December 2020 and at any future time Ryedale is placed into Local COVID Alert Level 3 (Very High) or National lockdown restrictions. The Council will be flexible in reviewing the time this scheme is open for applications.

Who can claim this grant?

Eligible businesses for this period are:

  •  Businesses located within the Ryedale boundary and were trading on 5 November 2020
  •  Businesses that are legally required to close, but do not pay business rates
  •  Businesses not legally required to close, pay business rates and have been severely negatively impacted by COVID-19 restrictions
  •  Businesses that are not legally required to close, but have been severely negatively impacted by COVID-19 restrictions

The type of eligible businesses include but are not limited to the following:

  •  Businesses whose majority of customers are operating within the Retail, Hospitality & Leisure and Events sectors;
  •  Registered Market Traders not allowed by law to trade for the period 5 November 2020 to 2 December 2020;
  •  B&Bs paying Council Tax not Business Rates;
  •  Businesses paying commercial rent / lease;
  •  Self-employed not eligible for other Government support;
  •  Businesses operating out of a domestic premises; and
  •  Charitable / voluntary groups not in receipt of other types of Government COVID-19 funding.

   The following exclusions apply to this scheme.

  •  Businesses which were not trading at 4 November 2020
  •  Businesses that were in administration, are insolvent or where a striking-off notice has been made 
  •  Partnerships which are being dissolved, or have been dissolved, will not be accepted.
  •  Bankrupt sole traders will not be accepted
  •  Applicants not registered with HMRC, Companies House, or the Charity Commission. 
  •  Businesses that have already received grant payments that equal the maximum levels of State aid permitted under the de minimis and the Covid-19 Temporary State Aid Framework
  •  Any business premises, or premises being used in connection with the business, outside the Ryedale area
  •  Businesses whose primary trade is take-away.
  •  Seasonal Market Traders.
  •  Financial Services businesses. 
  •  Medical service providers.
  •  Professional Services.
  •  Post Office Sorting Offices.
  •  Property related businesses such as property developers, building companies, buy-to-let businesses, estate agents and landlords (commercial and domestic).

What information is needed to support an application?

  1. Businesses must show they have unavoidable ongoing fixed business costs. For this scheme, the Council determines fixed business costs to include rent / lease, mortgage, utilities, business Insurance, IT rental / lease, vehicle rental / lease, or other bespoke insurance. For the avoidance of doubt, wages, pensions and National Insurance Contributions, PAYE payments and fuel costs will not be taken into consideration.
  2. Businesses must demonstrate that they have suffered a significant fall in come due to the COVID-19 crisis. The Council has determined that businesses must certify there has been a significant fall in income for the period 1 March to 31 October 2020 compared with the same period in 2019.
  3. A copy of a bank statement for the business - September or October 2020 in PDF format  This is required to assist the Council’s verification checks.

The Council must be sure that the fall in income is due to the COVID-19 crisis and not a general failure of the business. Where necessary, businesses may need to provide additional evidence to the Council to support their application.

Grant amounts payable

The Council has decided the following grant award levels:

  1. £500
  2. £1,334
  3. £2,000 and
  4. £3,000

Each application will be assessed for the reduction in revenues (sales / income / orders) the business has suffered as a result of COVID-19 as well as unavoidable ongoing fixed business costs it incurs.

How do I apply?

The Council will consider each business case upon receipt of a completed application form. The information provided by a business on an application form will be used by the Council to determine the level of grant payment. The information provided by a business within the application form will be declared to be correct and accurate by the applicant.

Apply for this scheme using the application form and when prompted, upload your business bank statement for September or October 2020 in PDF format only.

The Government will not accept deliberate manipulation and fraud – and any business caught falsifying their records to gain additional grant money will face prosecution and any funding issued will be subject to claw back, as may any grants paid in error. The Council will carry out pre and post payment checks on all grant payments. Where the Council find that a business was not eligible for the scheme, the business will be liable to re-pay any grants paid.

 

This scheme is for businesses that were open as usual and providing in-person services to customers from their business premises and then required to close from 2 December to 30 December 2020 for a consecutive period of no less than 14 days as a result of regulations made under the Public Health (Control of Disease) Act 1984 will be eligible for this funding.

Please note only public houses/bars that did not serve food with drinks and therefore had to close in Tier 2 will be eligible for this grant.

Who can claim this grant and amounts payable

For the purpose of this scheme the period under which Ryedale was under Local COVID Alert Level (High) - Tier 2 was 2 December to 30 December 2020 (29 days). The Council will accept applications from:

  • Businesses occupying hereditaments appearing on the local rating list with a rateable value of exactly £15,000 or under on the date of the commencement of the local restrictions will receive a payment of £667 per 14-day qualifying restriction period (29 days £1,382).
  • Businesses occupying hereditaments appearing on the local rating list with a rateable value over £15,000 and less than £51,000 on the date of the commencement of the local restrictions will receive a payment of £1,000 per 14-day qualifying restriction period (29 days £2,071).
  • Businesses occupying hereditaments appearing on the local rating list with a rateable value of exactly £51,000 or above on the commencement date of the local restrictions, will receive £1,500 per 14-day qualifying restriction period (29 days £3,107).

This scheme is for businesses who operate within the hospitality, accommodation and leisure sectors and are registered to pay business rates (including if the Non-Domestic Rates bill shows 100% relief), that are operational and have been severly impacted from 2 December to 30 December 2020 by the Local COVID Alert Level Tier 2 (High) restrictions. 

Who can claim this grant and amounts payable

Eligible businesses will be hospitality, hotel, bed & breakfast and leisure businesses, with a business rates liability and that have not been legally required to close but which were severely impacted by Tier 2 restrictions for the period 2 December to 30 December 2020 (29 days).

  • Businesses occupying hereditaments with a rateable value of exactly £15,000 or under on the date of the commencement of the local restrictions will receive a payment of up to £467 per 14-day period (payment for 29 days is £967).
  • Businesses occupying hereditaments with a rateable value over £15,000 and less than £51,000 on the date of the commencement of the local restrictions will receive a payment of up to £700 per 14-day period (payment for 29 days is £1,450).
  • Businesses occupying hereditaments with a rateable value of exactly £51,000 or above on the date of the commencement of the local restrictions will receive a payment of up to £1,050 per 14-day period (payment for 29 days is £2,175).

This scheme is for wet-led pubs who do not serve substantive meals who have been forced to remain closed whilst Ryedale is under Local COVID Alert Level Tier 2 (High) restrictions throughout December 2020.

Christmas support wet-led guidance

Who can claim this grant?

Your pub may be eligible if you:

  • are based in Ryedale
  • derive less than 50% of your sales from food
  • are in an area subject to Tier 2 or Tier 3 local restrictions since 2 December 2020
  • were established in the pub before 1 December 2020

Businesses excluded from the fund

You cannot get funding if your business:

  • has exceeded the permitted state aid threshold
  • is in administration, insolvent or has been struck off the Companies House register

This scheme is for hospitality, accommodation and leisure sector businesses (or those whose majority of customers are), are not registered to pay business rates and were operational and been severely impacted from 2 December to 30 December 2020 by the Local COVID Alert Level Tier 2 (High) restrictions. 

Who can claim this grant?

For the purposes of this scheme the Council has decided only the following businesses may receive a grant:

  1. Those providing Hospitality, Accommodation and Leisure services / facilities
  2. A business which occupies commercial premises, are permitted to remain open for business, but do not have a business rates account (and are therefore ineligible for the Local Restrictions Support Grant (Open) scheme
  3. A business operating from a domestic premises, which have been severely detrimentally impacted by the general fall in economic activity / trade and sales as a result of the current Tier 2 restrictions
  4. The type of eligible business includes but are not limited to the following:
  • Hotels, Guesthouses, B&Bs and other accommodation businesses which are open but are not registered for business rates;
  • Businesses whose majority of customers are operating within the Hospitality, Accommodation & Leisure sectors;
  • Businesses paying commercial rent / lease;
  • Businesses operating out of a domestic premises.

Grant amounts payable

  2. £700

Coronavirus business support finder tool
