Pre-application advice

Interim pre-application procedures - no meetings

Please note: Local Information Requirements will be brought to the attention of anyone using our pre-application advice service. However, it should be noted that at the current time and until further notice, the Council is only able to provide written pre-application advice and is unable to have pre-application meetings with developers and applicants as part of our pre-application advice service, unless the application concerns Listed Building Consent.

 

Formal pre-application advice

If you know you need planning permission, the Council welcomes and encourages pre-application discussions on development proposals. However, this may take up a significant proportion of planning officers' time, therefore charges apply in certain cases (check the guidance notes below).

Some of the benefits of obtaining pre-application planning advice may be to:

  • Establish a degree of certainty to developers over information in the application and whether planning permission is likely to be granted
  • Understand how national and local policies will be applied to development and address whether proposals may need to be amended to comply with these policies
  • Assist in the preparation of proposals before formal submission which, if the advice is followed, should reduce any unexpected delays and be more likely to result in a positive outcome
  • Enhance officer responses in terms of quality and timeliness
  • Indicate those proposals that are completely unacceptable, so saving the cost of pursuing a formal application
  • Reduce the time spent by professional advisors in working up a proposal
  • Identify if specialist input will be required
  • Any advice is given without prejudice to the final recommendation on the proposal, which will be made in the light of consultation responses and detailed consideration of the application.

Guidance notes and a request form are available. The guidance notes set out the levels of charges which are proportionate to the scale of development. They also clarify those circumstances in which fees would be levied.

If you are making a request for pre-application planning advice which would be subject to the charges, then the request form should be completed and submitted to the Council together with the appropriate fee and other information indicated in the guidance notes.
