A Neighbourhood Plan gives a community the power to develop a shared vision for their neighbourhood and influence the way their area develops and grows.
Adopted Neighbourhood Plans become part of the Development Plan and are used to assess planning applications in the area covered by the plan. Ryedale has one neighbourhood plan in production: the Malton and Norton Neighbourhood Plan. Submission of the Malton and Norton Neighbourhood Plan
In the spring of 2021, the draft plan (Regulation 14) of the Malton and Norton Neighbourhood Plan (with Sustainability Appraisal/Strategic Environmental Assessment and Habitats Regulations Assessment) was subject to public consultation.
Following this consultation, the plan has been amended and submitted to Ryedale District Council on the 20th January 2022. The Council has now identified all the necessary submissions have been duly made (Regulation 15) and has prepared the submission for consultation. We are therefore now consulting on the submitted plan (Regulation 16 consultation).

The consultation will run for a period of six 6 weeks from the 9th of May, ending on the 20th of June. Please be aware that late submissions after this date will not admissible.Privacy notice for planning policy consultations
The plan will need to be subject to independent examination. The appointment of an Examiner and the process for the Examination will be established during the Regulation 16 Consultation and more details will be published here in due course.
The plan, if successful at Examination, will then proceed to a local referendum. If the plan receives a majority vote the district council will adopt the plan.

The background to Malton and Norton’s Neighbourhood Plan
Malton and Norton’s Town Councils are working together on a shared Neighbourhood Plan for their towns. They identified a Neighbourhood Area to show the area the Neighbourhood Plan will cover. You can see a map of the plan area here.
