Test and Trace support payment

The Test and Trace Support Payment has been announced in response to feedback that some residents were struggling to self-isolate due to financial constraints. It is to ensure that people on low incomes self-isolate when they test positive or are identified as a contact, and to encourage more people to get tested. This will help reduce the transmission of COVID-19 and avoid further social and economic restrictions, including local lockdowns.

The Test and Trace Support Payment is only for people on a low income (see criteria below), who must legally self-isolate for 10 days (or are a parent/guardian of a child who has been instructed to self isolate) and cannot work from home during this period.

Who is eligible?

To be eligible for the Test and Trace Support Payment, an individual must:

  • have been asked to self-isolate by NHS Test and Trace either because they’ve tested positive for coronavirus or have recently been in close contact with someone who has tested positive
  • be employed or self-employed
  • be unable to work from home and will lose income as a result

be currently receiving one or more of the following:

  • universal credit
  • working tax credit
  • income based employment and support allowance
  • income based jobseeker’s allowance
  • income support
  • housing benefit
  • pension credit

In addition to the above the Council is also administering a cash limited discretionary scheme for individuals who are on a low income, have earnings prior to self-isolation of between £80 and £290 gross per week, with capital below £6000, cannot work from home and have therefore lost income due to having to self-isolate.

If you meet the payment eligibility criteria, we will need to validate your unique 8 digit NHS reference number before the payment can be processed.

If you are unable to complete the above application please call Ryedale District Council on 01653 600666 (please select option 3 for Housing Benefits then select option 2 Benefits).

Supporting evidence will be required as follows:

  • a notification from NHS Test and Trace asking you to self-isolate (this will include a Unique 8 digit ID number)
  • a bank statement and
  • proof of employment, or, if you are self-employed, evidence of self-assessment returns, trading income and proof that your business delivers services which cannot be undertaken without social contact.

Please help us to process your application quicker by making sure you have uploaded all your supporting documents when completing your online application. Not giving us all the correct information causes delays.

We aim to process your application and make a payment within three working days of receiving all the required information. We will notify you by email of the outcome of your application.

How much is the payment?

Individuals who are required to self-isolate and who meet the benefits-linked eligibility criteria will be entitled to £500. This will be payable as a lump sum.

We will carry out random post-payment checks to ensure those who received a payment were entitled to it. Anyone who continued to receive full pay whilst self-isolating should not have received a payment and will be required to pay it back.

How long do I have to apply for the payment?

Applications must be received within 42 days of the first date of self-isolation (or a child’s self-isolation). Applications received after 42 days will be rejected.

When will this come into force?

These changes came into effect on 8 March 2021, alongside the legal duty to self-isolate. 

How long will this be in place for?

The scheme will run until 30 June 2021. During this time, we will continue to review the success of the scheme, including the impact on COVID-19 levels.

Will these payments be taxed?

These payments will be subject to income tax. They will not be subject to National Insurance contributions.

What am I required to do?

If you receive a Self-Isolation Payment you must self-isolate as requested by NHS Test and Trace.

  • testing positive and
  • those who have been in contact with someone who has tested positive and has now been told to self- isolate by NHS Test and Trace.
  • are a parent/guardian who is unable to work due to a child having to self-isolate
