Hackney carriage and private hire vehicle licensing

Hackney carriages are licensed to "ply for hire" i.e. pick up passengers on the street or whilst waiting at authorised taxi ranks and may also accept pre-booked fares.

Private hire vehicles are licensed to perform pre-booked work only, which is obtained through a private hire operator.

Vehicles must be suitable in type, size and design. We will licence any vehicle manufactured or adapted to carry up to eight passengers (excluding driver) provided it meets the criteria set out in the policy.

This Council has no restriction on the number of hackney carriage proprietors licences.

All vehicles must be in a suitable mechanical condition, safe, comfortable and approved for licensing by the licensing authority to operate as a hackney carriage or private hire vehicle. All vehicle proprietors will therefore be required to provide a current MOT certificate and submit the vehicle for a compliance test on the following occasions;

  • New applications
  • Replacement of a vehicle
  • Once per year
  • At the request of the Licensing Authority when deemed necessary

All compliance checks shall be carried out at the Council's garage at Showfield Lane, Malton YO17 6BT

 

On a new application the vehicle must be less than 5 years old from the first date of registration. The maximum age of a vehicle that may continue to be licensed is 10 years from the date of first registration.

When the licensed vehicle reaches 10 years, it shall be permitted to remain licensed until its current licence expires, provided it continues to be mechanically sound and passes the vehicle compliance inspection. A licenced vehicle exceeding 10 years old at the date of application for renewal of its licence, may be licenced at the discretion of the Licensing Sub Committee, if such a vehicle is found to be an "exceptional vehicle in exceptional condition". Each application will be judged on its merits, provided the vehicle continues to be mechanically sound and passes the compliance inspection.

Wheelchair accessible vehicles must be less than 5 years old from the date of first registration. These vehicles may continue to be licensed until 10 years from the date of first registration. When the licensed vehicle reaches 10 years, it shall be permitted to remain licensed until its current licence expires, provided it continues to be mechanically sound and passes the vehicle compliance inspection.

 

An application can take up to 10 working days to process from receipt of a valid application form and all supporting documentation. Licences are valid for 12 months from the date of issue

There 2 stages to the application process.

Stage 1

Submit your application online and then contact the Council on 01653 600666 ext. 244 to make an appointment for completion of the application. Please bring the following information to your appointment at our offices:

  • Current insurance certificate
  • Vehicle registration document
  • Proof of ownership of vehicle e.g. purchase invoice, lease agreement etc.
  • Current MOT certificate

Stage 2

Once we have a completed application as described in Stage 1 then an appointment will be made for you to take your vehicle for a compliance check at the Council’s garage at Showfield Lane, Malton YO17 6BT.

Stage 3

On completion of Stages 1 and 2 to the satisfaction of the Council your Licence will be processed and we will contact you with a date and time for you to collect your licence and plates. If you are unable to collect your licence and plates we will post them to you.

 

The process is similar to that of applying for a new vehicle licence. We recommend that you consult with the Council prior to the vehicle being replaced.

Change of details

You must tell us within 7 days of any change of operator.

Changing your vehicle registration number

If you are changing the registration number of your vehicle, you must write to the Council informing us of your intentions and provide the following;

  • V5 registration document
  • V948 number plate authorisation certificate
  • Current vehicle licence
  • Current vehicle plate
  • Insurance certificate showing new registration

Advertising

If you wish to place an advert in or on your vehicle, you will need written consent from the Council.
