European and other funding

The European Union (EU) budget is made up of a proportion of the VAT charged on goods and services in the EU Member States, a share of each country's Gross National Product (GNP) and custom duties from non-EU countries on goods that are imported into the EU.

A large proportion of this budget is redistributed through Structural Funds used to enhance the economic and social development of particular regions. A region may have access to one or more of the Structural Funds, depending on its status, which recently have included the European Regional Development Fund (ERDF) and the European Social Fund (ESF).

Further significant EU funding is allocated towards implementation of the Common Agricultural Policy (or CAP) through the European Agricultural Fund for Rural Development (EAFRD). This contributes to improving:

  • the competitiveness of agriculture and forestry;
  • the environment and the countryside;
  • the quality of life and the management of economic activity in rural areas.

In addition to direct payments to farmers and land owners, the EAFRD programme funds rural development programmes for Member States, including the Rural Development Programme for England (RDPE). The RDPE allocates funding towards various specific grant programmes and towards LEADER programmes, which relate to the implementation of local development strategies through public-private partnerships called "local action groups" (or LAGs).

During the 2007 to 2013 programme period, Ryedale benefited from two LEADER programmes, which together allocated funding of approximately £5.5 million towards implementation of the local development strategies.
