Disabled Drivers Please Note:
- Disabled drivers may not park free of charge.
- The disabled may park for three hours for the same price as two
in all Short Stay car parks.
- Disabled parking spaces are available in all car parks, located
either close to the pay & display machines and/or the public
conveniences.
- Please ensure the Blue Badge is displayed at all times.
A separate pay & display ticket is required for a trailer or
caravan.
Each motorcycle must pay & display a valid ticket or
permit.
The pay & display machines located on each car park accept
the following methods of payment;
- Cash
- Chip & Pin - Debit or Credit Card
- Wave and Pay (except Eastgate, Wentworth Street and Cleveland
Way)
- Ryedale District Council Smartcard

Permits and Smartcards - an easier and
cheaper way to pay
If you are a regular user of the car parks, we have a number of
good value and convenient payment methods.
Short Stay Permit
- Max. 2 hours parking on any Council off street car
park.
- £50 per year (96p per week) for Ryedale residents, or £120 per
year (£2.31 per week) for Non-residents.
- No restrictions on how many times a day or week the permit may
be used, but you must abide by the local car park bylaws.
Smartcard
- Best value if you use the car parks less than once a week.
- A card payment system offering 50% discount on the cash
price.
- Comes pre-loaded with £20 worth of parking at a cost
of £10.
Long Stay Permit
- All day parking on any Council off street Long
Stay car park.
- £200 per year or £50 per quarter (equivalent to £3.85 per
week).
Permits and smartcards are available from:
- Ryedale House, Malton
- Council's Area Offices in Pickering, Helmsley and
Kirkbymoorside
- Tourist Information Centres in Pickering, Malton and
Helmsley.
Ryedale Residents - please provide either your vehicle
log book, driving licence or Council Tax bill which shows you are a
permanent resident of Ryedale.
Changes to vehicle registration numbers or replacement of a
lost disc will be charged an administrative fee of £1.80.

Payment of an Excess Charge can be made
online or at any Council Office by cash or cheque (directions
and opening times are available from the Contact Us link
above) or, alternatively, by post to:
Cheques should be made payable to "Ryedale District Council".
Please do not send cash by post.
If you are submitting an appeal
please do not pay the Excess Charge until you have received a
decision on your appeal. The Excess Charge will not increase while
your case is at the appeal stage. If your appeal is
unsuccessful you will have 7 days to pay at the discounted rate
from the date of the letter informing you of the decision.

Receiving an Excess Charge or Other
Notice
Car Park Attendants may issue a notice to car park users who
have not parked in accordance with the relevant local
bye-law.
Excess Charge
The Excess Charge is £92.00, discounted to £46.00 if paid
within seven days. Excess Charges are issued to any vehicle for the
following reasons:
- valid ticket or permit not displayed;
- permit expired;
- ticket expired;
- permit time expired;
- overstaying two hour limit;
- returning within one hour;
- no ticket for trailer.
If you have a valid ticket or permit we may, in certain
circumstances, levy a reduced Discretionary Charge if the Excess
Charge has been correctly issued but you can produce a valid ticket
or permit which, for some reason, was not correctly
displayed.
Notice of Contravention and Warning Notice
A Car Park Attendant may issue a Notice of Contravention (for
improper parking) or a Warning Notice (failing to clearly display a
permit).
Notice of Contravention: issued for failing to park
within a marked bay, illegal use of a disabled bay, not parked
wholly within a bay.
Warning Notice: issued when all details on a Council
Parking Permit cannot be clearly seen by the Car Park
Attendant.
If a similar offence has been committed within two years prior
to the offence we may consider prosecuting the offender for a
breach of the appropriate bylaw.
Appeals Procedure
An appeal, in writing only (email acceptable), may be
submitted against the issue of a Notice of Contravention, Warning
Notice or Excess Charge, email

When appealing against an Excess Charge, it is not necessary
to pay the charge. Whilst the case is in the appeal stage, the
charge remains at the discounted rate until the appellant has
received a reply from us.
If the appeal has been successful the charge is cancelled. If
the excess charge has been enforced the appellant will be informed
they have seven days to pay the charge at the discounted
rate.
Enforcement of Excess Charges
If there is no communication or payment made within seven days
of issue, we will request the details of the vehicle’s registered
keeper from the DVLA. On receipt of this information we will send a
“Notice to Owner” to the registered keeper requesting either
payment of the full charge or, if they were not the driver, details
of the driver of the vehicle on the day the Excess Charge was
issued. Failure to provide this information may result in
prosecution.
Instructions, Terms and Conditions for Use
of the Car Park
- Bays marked for use by the disabled are for the exclusive use
of vehicles displaying a disabled badge.
- Vehicles displaying a disabled badge are not exempt from the
payment of the appropriate charge
- Motorcyclists are not exempt from payment of the appropriate
car park charges.
- A valid ticket or permit must be displayed at all times.
- All vehicles must be parked wholly within a marked bay.
- All vehicles using the car park must conform to all signs and
directional arrows.
- A separate ticket must be purchased for trailers and
caravans.
Conditions of Use
- No sleeping, cooking, camping or lighting of fires
- No servicing or washing of vehicles
- No advertising or business use
- No deposit of litter or other substances
- No unnecessary use of horns or sirens
- No threatening or abusive conduct
- No engines to run while parked
- No vehicle to be parked without displaying a valid excise
licence
Penalties
Failure to display a valid ticket or permit will incur an
excess charge
Contravention of any other conditions including failure to pay
an excess charge may lead to a prosecution and if found guilty
could result in a fine not exceeding level 2 on the standard scale
or level 3 in the case of offences in respect of disabled
bays.
