Paul Cresswell, Corporate Director (s151)
Paul was appointed as Corporate Director (s151) in April 2008,
prior to that he was Head of Financial Services at Scarborough
Borough Council.
He acts as the Council’s Chief Finance Officer, a statutory role
called the Section 151 Officer. The statutory duties of the Section
151 Officer are set out in various Local Government Acts and
include:
- Responsibility for the proper administration of the financial
affairs of the Council.
- Duty to report on a Council decision or likely decision which
would lead to the Authority incurring unlawful expenditure or would
cause a loss or deficiency to the authority or entry of an unlawful
item of account.
- Duty to report if the expenditure of the Council incurred in a
financial year is likely to exceed the resources available to meet
that expenditure.
- Duty to report on the robustness of the Authority’s budget
calculations.
- Duty to report on the adequacy of the Authority’s proposed
financial reserves.
Paul also has overall responsibility for the following services:
Financial Services & Revenues; Environmental (Streetscene;
Health & Environment); Housing Benefits & Customer
Services; Organisational Development (Human Resources; ICT;
Democratic Services). He is also the Council's lead officer for the
North Yorkshire Audit Partnership, North Yorkshire Building Control
Partnership and North Yorkshire Joint Procurement Committee.
