Council to consider possibilities to boost Wentworth Street Car Park

After agreeing in May 2009 that redevelopment of Wentworth Street Car Park for food retail and parking should be considered through the new Ryedale planning framework, Councillors have been recommended to invite expressions of interest for the site from developers.This means that developers submit their ideas about how they would provide parking and food retailing at Wentworth Street. Ryedale District Council, which owns the site, will then assess all the options and decide how to progress. The options available to the Council range from leaving the site as car park to moving forward and asking for detailed tenders for the site. This means that the developers would submit their proposals to planners for consideration.

‘By asking developers to submit their expressions of interest the Council and the community will fully understand what is and what is not possible at Wentworth Street, and the extent of any benefit’ said Janet Waggott, Chief Executive of Ryedale District Council.‘ This is a necessary step to receive worked-up proposals for the site which will then be able to be considered through the new planning framework’.

In a report to the 25 June Policy and Resources Committee, Councillors were asked to agree to invite expressions of interest for ‘the purchase and redevelopment of either the whole or part of the Wentworth Street Car Park site for future use, to include food retailing and a substantial parking facility for use by the public’. The decision on whether to invite bids will be taken by Full Council on 9 July 2009.

It is recommended to Council that if bids are invited for the site they should be considered in terms that include:

  • the amount and type of parking to be provided, including during construction – proposals should support the vitality of the wider town centre and encourage linked trips to retailers and services in Malton and Norton;
  • the wider regeneration benefits for Malton town centre;
  • the integration of the scheme with the town centre, and the urban design and transport impacts; and
  • the extent to which the proposals can help achieve benefits for the local economy and community.

If expressions of interest for the Wentworth Street site are received, the timetable for assessment is late in 2009.
