Housing Need
Ryedale District Council has identified 5 main aims; the primary
aim is:-
To meet Housing Need in the Ryedale
District Council area.
House prices in Ryedale are very high when considered relative
to local average wages, this makes it extremely difficult for
local people who have a low income to afford to buy their own
home. The council works in partnership with local housing
associations to tackle this problem.

During the financial year 2010/11 a total of 52 new affordable
homes were built in Ryedale for local people. 15 of these
homes were on a small development in Pickering.
Between April
and October 2011 a further 22 local households have moved into new
homes in Norton at the Briarwood Court Yorkshire Housing
development of social rented homes shown in the photo to the
right.
A new development of 7
affordable homes was completed in autumn 2011 at
Buckingham Mews in Kirkbymoorside in association
with Broadacres.

Several other developments are currently under construction and
due for completion in the near future.
Ryedale District Council is part of the North
Yorkshire Strategic Housing Partnership which aims to
provide a co-ordinated approach to tackling housing need across the
County. Partners have agreed a common
North Yorkshire Housing Strategy 2010-12.

Ryedale District Council work in partnership with the following
Housing Associations to provide more affordable homes in the
district:-
What is Affordable Housing?
Affordable housing is housing that is affordable to those who
cannot afford what is readily available on the open market. A
house is not affordable if it takes more than 30% of gross income
or if the mortgage needed is more than 2.9 times joint income or
3.5 times single income.
The Government's definition of affordable housing is:
'Affordable housing includes social rented and intermediate
housing, provided to specified eligible households whose needs are
not met by the market.'
Affordable housing should:
- Meet the needs of eligible households including availability at
a cost low enough for them to afford, determined with regard to
local incomes and local house prices
- include provision for the home to remain at an affordable price
for future eligible housholds or, if these restrictions are lifted,
fr the subsidy to be recycled for alternative affordable housing
provision.
Social rented housing is:
'Rented housing owned and managed by local authorities and
registered social landlords' or housing associations.'
Intermediate affordable housing is:
'Housing at prices and rents above those of social rent, but
below market price or rents, and which meet the criteria set out
above. These can include shared equity products e.g. Homebuy
other low cost homes for sale and intermediate rent.'
These definitions are from the Government's
Planning Policy Statement 3.
High house prices and high private rents have meant that there
is a huge demand for affordable housing. Ryedale District Council
works with partner Housing Associations to
run initiatives which provide low cost homes for rent and sale, to
help people who are unable to afford to rent or buy a home on the
open market.

requested by email. The team will keep
your application on file and you will be contacted when any
properties become available with more specific information.

Discount for Sale
If you can't afford to buy a home without help and you live or
work in the immediate area and have an annual income of less than
£40K.
How does it work?
Local Authorities give planning permission to private developers
but set a restriction that some of the properties have to be sold
at a discounted price. The private developer then sells the
discounted properties to a housing association and the housing
association sells them to buyers like you.
The discount can be any amount but is usually between 25% and
50% of the open market value.
How do I qualify?
The criteria is different for each scheme but first
priority is normally given to those who live or work in
the immediate area. If you are able to buy on the open market
without help then you would not qualify. For example if
your annual household income is more than £40,000 or if you
have a deposit which is more than 15% of the value of the property
we would need to know why you are applying for affordable
housing.
What happens when I want to sell the property?
The original discount is passed on to the next person, so if you
bought the property with a 25% discount you can only sell the
property at 75% of the open market value. The Housing Association
who sold you the property have 12 weeks to find a buyer before you
can market the property with an Estate Agent, so you need to tell
the Housing Association that you wish to sell first.
Do I have to pay rent?
No, there is no rent to pay as you would own the property
100%. With discounted sale the property can only ever be sold at
the set % of the open market value which means that the
property will always be an affordable home.

and return it to Housing Services and your application will be kept
on file. When suitable properties are nearing completion a
member of the team will re-contact you to discuss your
application.

Firstbuy
Firstbuy is a new scheme introduced in 2011 to assist local
people who are not home-owners to buy a new house.
Applicants must be in employment with a good credit history and a
yearly household income of below £60K.

Shared Ownership
If you would like to buy your own home but cannot afford it
shared ownership may be an affordable option for you. The
scheme enables local households to buy a share of a newly
built home and pay rent on the remaining share.
