Pollution control: Prescribed Installations
The Pollution Prevention and Control Act 1999, requires that
operators of installations carrying out certain prescribed
activities, defined by regulations made under the Act, must have a
permit to operate.
Under the Act, Part A1 installations are regulated by the
Environment Agency under a system known as Integrated Pollution
Prevention & Control (IPPC). Part A2 installations are
controlled by local authorities under a system known as Local
Authority Integrated Pollution Prevention & Control
(LA-IPPC). At present there are no permitted Part A2
installations in Ryedale.
Part B installations are controlled by local authorities under a
system known as Local Authority Pollution Prevention & Control
(LAPPC). These are installations carrying out activities
considered to have the potential to cause significant air
pollution. Ryedale District Council currently regulates a
total of 38 Part B installations. Any person or corporate body
wanting to operate an A2 or Part B installation must submit a
permit application, together with the appropriate fee, to
the Council. The Council will then determine the
application having regard to government guidance with respect to
conditions controlling pollutant emissions from the
installation.
Operators must comply with permit conditions and
permitted installations are subject to periodic compliance
inspection by the Council.
Where can I obtain information on
applying for a Permit?
Guidance has been issued by the Government to help both local
authorities and industry to implement the systems outlined
above.

Guidance Notes have been published by the Government to help
both local authorities and industry.

and charges?
The application, annual subsistence and substantial change
fees are set by the Government and can be found on the Defra
website.

All Permits for installations within the Ryedale District
are placed on a public register available for viewing at the
