If you are a regular user of the car parks (more than once per
week) the Council has a number of good value and convenient
payment methods.
If you use the car park more than once a week for shopping and
other trips for which 2 hours parking would be sufficient, a Short
Stay Permit offers great value. From 1 April 2010 the permit
is £43 per year (83p per week) for Ryedale residents, or £107 per
year (£2.06 per week) for Non-residents. There are no restrictions
on how many times a day or week the permit may be used, but you
must abide by the local car park bylaws.
If you use the car parks less than once a week, a Smartcard
offers the best value. This is a card payment system whereby
the card comes pre-loaded with £20 worth of parking for £10,
saving you the need to ensure that you have change when you arrive
on the car park.
The Long Stay Permit for use on the Council's Long Stay Car
Parks only, costs £181 per year or £45.25 per quarter (from 1
April 2009). This may save you a significant amount of money if you
use long stay parking as the cost equates to only £3.48 per
week.
Permits and smartcards are available from Ryedale House,
Malton, the Council's Area Offices in Pickering, Helmsley and
Kirkbymoorside and the Tourist Information Centres in
Pickering, Malton and Helmsley.
Ryedale Residents - Please provide either your vehicle
log book, driving license or Council Tax bill which shows that you
are a permanent resident of Ryedale
Payment of an Excess Charge can be made at any Council Office
by cash or cheque (directions and opening times are available
from the Contact Us link above), online by following the Online
Payments link below or, alternatively, by post to:
Cheques should be made payable to "Ryedale District Council".
Please do not send cash by post.
If you are submitting an appeal
please do not pay the Excess Charge until you have received a
decision on your appeal. The Excess Charge will not increase while
your case is at the appeal stage. If your appeal is
unsuccessful you will have 7 days to pay at the discounted rate
from the date of the letter informing you of the decision.

Car Park Enforcement Policy
Authorised staff of the Council (Car Park Attendants) may
issue one of the following notices to car park users who have not
parked in accordance with the relevant local bylaw.
Excess Charge
The Excess Charge is currently (2010 - 11) £92.00, discounted
to £46.00 if paid within seven days of the date of the notice.
Excess Charges are issued to any vehicle for the following
reasons:
- valid ticket or permit not displayed;
- permit expired;
- ticket expired;
- permit time expired;
- overstaying two hour limit;
- returning within one hour;
- no ticket for trailer.
Excess Charges will be enforced as described below.
Offence: Valid ticket or permit not
displayed.
1. If no valid ticket is displayed, all Excess Charges will be
enforced except in exceptional circumstances or subject to the
criteria detailed below (see Discretionary Charge).
2. Point 7 on the back of the Short Stay Permit states that
“It is an offence under Section 35A of the Road Traffic Regulation
Act 1984…..to fail to display a valid ticket or permit or to commit
any other contraventions of the Ryedale District Car Park Orders”.
Therefore an excess charge issued to a valid permit holder failing
to display the permit will be enforced, except in exceptional
circumstances or subject to the criteria detailed below (see
Discretionary Charge).
Discretionary Charge
The Council may, in certain circumstances, levy a reduced
Discretionary Charge if the Excess Charge has been correctly issued
as detailed below.
Tickets: If an Excess Charge has been
correctly issued for failing to pay & display and, on appeal,
the driver concerned can produce a valid ticket which for some
reason had not been displayed, a discretionary charge may be
levied.
Permits: If an Excess Charge has been
correctly issued for failing to pay & display and on appeal the
driver concerned states that, despite their best intentions, the
permit had fallen or been removed from view, a discretionary charge
may be levied.
Offence: Permit expired
The Council allows a grace period of 14 days after the expiry
of a permit for the customer to purchase a replacement. Any Excess
Charge issued for an expired permit after the grace period has
elapsed will be subject to full enforcement.
Offence: Ticket Expired; Permit time expired;
Overstaying two hour limit; Returning within one hour; No ticket
for trailer
An Excess Charge issued for any of the above offences should
be enforced except in exceptional circumstances.
Notice of Contravention and Warning
Notice
A Car Park Attendant may issue a Notice of Contravention (for
improper parking) or a Warning Notice (failing to clearly display a
permit).
Notice of Contravention: issued for failing to park
within a marked bay, illegal use of a disabled bay, not parked
wholly within a bay.
Warning Notice: issued when all details on a Council
Parking Permit cannot be clearly seen by the Car Park
Attendant.
If a similar offence has been committed within two years prior
to the offence the Council may consider prosecuting the offender
for a breach of the appropriate bylaw.
Appeals Procedure
An appeal, in writing only (email acceptable), may be
submitted against the issue of a Notice of Contravention, Warning
Notice or Excess Charge, email

When appealing against an Excess Charge, it is not necessary
to pay the charge. Whilst the case is in the appeal stage, the
charge remains at the discounted rate until the appellant has
received a reply from the Council.
If the appeal has been successful the charge is cancelled. If
the excess charge has been enforced the appellant will be informed
they have seven days to pay the charge at the discounted
rate.
Enforcement of Excess Charges
If there is no communication or payment made within seven days
of issue, the Council will request the details of the vehicle’s
registered keeper from the DVLA. On receipt of this information the
Council will send a “Notice to Owner” to the registered keeper
requesting either payment of the full charge or, if they were not
the driver, details of the driver of the vehicle on the day the
Excess Charge was issued. Failure to provide this information may
result in prosecution.
